Muquingue, a native of Mozambique, has 35+ years’ experience lecturing molecular and metabolic biochemistry, health information systems (HIS), and monitoring and evaluation (M&E) at Eduardo Mondlane University (Faculty of Medicine), for undergraduate and graduate students. For 20+ years, Muquingue has designed and implemented HIS and M&E processes and tools for public health programs. Muquingue is proficient in using qualitative and quantitative approaches to data collection, analysis and presentation. He has served as a consultant providing evaluation services focused on health systems and public health programs in the areas of sexual and reproductive health and rights, adolescent health, malaria, tuberculosis and HIV/AIDS to WHO, Macro International, Malaria Consortium, MEASURE Evaluation, Global Fund, UNESCO, UNFPA, Chemonics, and National AIDS Council. Muquingue has extensive experience in curriculum development, and design and facilitation of trainings for both adolescent and adult learners. Throughout his career, Muquingue has worked closely with Mozambique’s Ministry of Health (MOH), including closely supporting/leading the development of the Health Information Policy 2021, the Health Systems Information Policy 2021, Health Sector Strategic Plan (HSSP) 2014-2019, the M&E Plan for the HSSP 2019-2024, the HIV National Strategic and M&E Plans 2021-2025, M&E Plan for the National Malaria Control Plan 2010-2014 and the establishment of a Human Resources Observatory. He also has provided technical assistance to the Ministry of Education, on strategic planning, and to the Ministry of Women and Social Affairs, on M&E. Muquingue has been worked with Jhpiego since 2006. He currently serves as the Director of M&E and Information Systems for Jhpiego/Mozambique. Muquingue is fluent in Portuguese, Ronga and English.
